SDG 3: Good health and well-being
The SDG 3 index of the Municipal Atlas of the SDGs and its nine indicators of births, child mortality, infectious diseases and adolescent fertility.
The SDG 3 (Good health and well-being) index of the Municipal Atlas of the Sustainable Development Goals in Bolivia 2020 (SDSN Bolivia) for all 339 municipalities, with the nine indicators behind it: institutional birth coverage and adolescent fertility (2008–2012 averages from the 2012 census, stored at 2010), infant and under-five mortality (UDAPE estimates for 2016), Chagas infestation and tuberculosis incidence (2017), dengue incidence (2018), and malaria and HIV incidence (2014–2017 averages, stored at 2015), the last five from Ministry of Health programmes via the National Health Information System (SNIS). Each indicator is rescaled to 0–100 between a worst and a best value (higher is always better, values beyond the bounds capped), and the index, from 0 to 100 where 100 means the targets are met, is the simple mean of the rescaled indicators. Infant and under-five mortality are almost perfectly correlated (0.99), so child mortality carries double weight in the index. The Atlas population in 2020 and the urbanization rate in 2012 are included as context; no values are missing.
Variables of sdg03
index_sdg3: Good health index (0-100). SDG 3 (Good health and well-being) index of the Municipal Atlas of the SDGs in Bolivia 2020, on a 0-100 scale where 100 means the goal's targets are met (best value) and 0 the worst situation. Following the global SDG Index method (Lafortune et al., 2018), each of its 9 indicators is rescaled linearly to 0-100 between a worst value (generally the 2.5th-percentile tail of the municipal distribution) and a best value (the SDG target where one exists, otherwise the average of the five best municipalities, or expert judgement), with the direction set so that higher is always better and values beyond the bounds capped at 0 or 100; the index is the simple (equal-weight) mean of the available rescaled indicators. Components: Institutional birth coverage (%); Infant mortality (per 1,000 births); Under-5 mortality (per 1,000 births); Chagas infestation (% of dwellings); Dengue incidence (per 10,000); Malaria incidence (per 1,000); Tuberculosis incidence (per 100,000); HIV incidence (per million); Adolescent fertility (per 1,000 women). The components refer to different years; the observatory stores the index at 2018, the latest reference year among them.sdg3_1_idca: Institutional birth coverage (%). Percentage of births attended in a health facility, average of 2008-2012, the official INE indicator computed from the 2012 Population and Housing Census (INE). Stored at 2010, the period midpoint. In the SDG 3 index it is normalised linearly between 15.7 (worst; 2.5th-percentile tail) and 100 (best; leave no one behind), values beyond the bounds capped.sdg3_2_imr: Infant mortality (per 1,000 births). Infant mortality rate: deaths before the first birthday per 1,000 live births, 2016; official municipal estimates by UDAPE (2018). In the SDG 3 index it is normalised linearly between 60 (worst; 2.5th-percentile tail) and 12 (best; SDG target 3.2), values beyond the bounds capped.sdg3_2_mrc: Under-5 mortality (per 1,000 births). Under-five mortality rate: deaths before age 5 per 1,000 live births, 2016; official municipal estimates by UDAPE (2018). Correlation with infant mortality is 0.99; the Atlas keeps both, which gives child mortality double weight in the SDG 3 index. In the SDG 3 index it is normalised linearly between 80 (worst; 2.5th-percentile tail) and 25 (best; SDG target 3.2), values beyond the bounds capped.sdg3_3_cdir: Chagas infestation (% of dwellings). Chagas vector infestation rate: percentage of dwellings infested, 2017, from the National Chagas Programme of the Ministry of Health (data shared via the National Health Information System, SNIS). In the SDG 3 index it is normalised linearly between 10.4 (worst; 2.5th-percentile tail) and 0 (best; SDG target / average of the top 5), values beyond the bounds capped.sdg3_3_di: Dengue incidence (per 10,000). Dengue cases per 10,000 inhabitants in 2018, from the National Dengue-Chikungunya-Zika Control and Prevention Programme of the Ministry of Health (SNIS). In the SDG 3 index it is normalised linearly between 4.89 (worst; 2.5th-percentile tail) and 0 (best; SDG target / average of the top 5), values beyond the bounds capped.sdg3_3_imr: Malaria incidence (per 1,000). Annual malaria cases per 1,000 inhabitants, average of 2014-2017, from the National Malaria Programme of the Ministry of Health (SNIS). Stored at 2015. In the SDG 3 index it is normalised linearly between 25.8 (worst; 2.5th-percentile tail) and 0 (best; SDG target / average of the top 5), values beyond the bounds capped.sdg3_3_ti: Tuberculosis incidence (per 100,000). Incidence of tuberculosis in all its forms (new cases and relapses) per 100,000 inhabitants in 2017, from the National Tuberculosis Programme of the Ministry of Health (SNIS). In the SDG 3 index it is normalised linearly between 158.7 (worst; 2.5th-percentile tail) and 0 (best; SDG target / average of the top 5), values beyond the bounds capped.sdg3_3_hivi: HIV incidence (per million). Annual new HIV cases per 1,000,000 inhabitants, average of 2014-2017 (averaged because cases are few), from the National STI/HIV/AIDS and Viral Hepatitis Programme of the Ministry of Health (SNIS). Stored at 2015. In the SDG 3 index it is normalised linearly between 416.7 (worst; 2.5th-percentile tail) and 0 (best; SDG target / average of the top 5), values beyond the bounds capped.sdg3_7_afr: Adolescent fertility (per 1,000 women). Births per 1,000 women aged 15-19, average of 2008-2012, computed from the 2012 Population and Housing Census (INE) as described in Branisa et al. (2016). Stored at 2010, the period midpoint. In the SDG 3 index it is normalised linearly between 156.7 (worst; 2.5th-percentile tail) and 0 (best; leave no one behind), values beyond the bounds capped.population_2020: Population (persons). Estimated municipal population in 2020 (persons), as printed in the Atlas municipal profiles ("Población estimada, 2020"). The Atlas does not name the source; the 339 values sum to 11,633,371, exactly INE's 2020 national population projection (Revisión 2020 series), so they are presumably INE's municipal projections. Not an input of any goal index. Differs from the gridded WorldPop-based pop dataset.urbano_2012: Urbanization rate (%). Share of the municipal population living in urban areas in 2012 (%), as printed in the Atlas municipal profiles ("Tasa de urbanización, 2012"), from the 2012 Population and Housing Census (INE). INE counts as urban the localities with 2,000 or more inhabitants, which is why 175 municipalities have a rate of 0. Not an input of any goal index (the Atlas treats 15 almost fully urban municipalities as having no applicable farm indicators for SDG 2; 11 of them are 95% or more urban by this rate, while Sucre, Tiquipaya and Potosí are 91–92% and Yunguyo de Litoral 0%).
